The Rotary International Council on Legislation has eliminated the requirement for an annual District Conference business meeting, replacing it with a District Legislative Meeting. A committee led by IPDG Dave Duskin reviewed and updated the District Leadership Plan and Policies. The District Legislative Meeting will be held virtually on March 4, 2026, at 7:00 PM via Zoom. Club Presidents, Secretaries, or authorized representatives must register by March 2. Agenda items include amendments to the District Policy Manual, approval of the revised Leadership Plan, approval of 2024–2025 financial reports, and other submitted resolutions, along with updates on District activities. Please join between 6:30 and 6:55 so that the meeting can start on time. Late arrivals may not be admitted.

The Rotary International Council on Legislation has removed the requirement for the annual District Conference. Historically, there has been a business meeting at the conference during which District policy changes are submitted to the member Clubs for ratification. A business meeting at the conference has been replaced with a District Legislative Meeting.

Immediate Past District Governor, Dave Duskin, chaired a committee to review and update the District Leadership Plan and Policies. In addition to IPDG Dave, the committee included Vice Governor Denis Boyd, Senior Assistant Governor (and District Governor Nominee) Shawn O’Donnell, District Secretary Christi King, and the District’s Council on Legislation Representative Linda Murray.

The District’s Board has scheduled a Legislative Meeting for March 4, 2026, at 7:00 PM, to be held virtually on Zoom. Club Presidents and Secretaries will receive a formal notice and a link to the Zoom meeting. Unless notified otherwise, we will assume that the Club president will be the Club’s voting representative.

Because the District needs to know how many members will attend the meeting to ensure we have sufficient capacity under the District’s Zoom subscription, those who plan to attend must register by 2 March, including the Club President, Secretary, or an authorized voting representative. Any registered member may participate in the meeting. All members will receive an email with a link to register for the event.

Here are the action items that have been recommended by the Board that will be on the agenda at the legislative meeting:

  • Ratify the amendment of the District Policy Manual, substituting “Legislative Meeting” for “District Conference.”

  • Approve the revised District Leadership Plan and Policies, which shall replace and supersede the District Policy Manual.

  • Approve the Annual Statement and Report of District Finances for 2024-2025, including the report of the District Finance Review Committee

  • Take any other action submitted by the Board of Directors and/or resolutions submitted by the Clubs.

In addition to the above, there will be reports on District activities, including membership, foundation giving, and learning opportunities.

Any member who has questions about any of the above may direct them to me.
