The Rotary Council on Legislation serves as the essential parliamentary body of Rotary International, shaping the organization’s global policies and constitutional framework.
Meeting once every three years, this "worldwide congress" gathers over 500 representatives from Rotary districts across the globe to debate and vote on proposed amendments. These representatives, typically Past District Governors, ensure a highly democratic process where individual clubs retain a powerful voice in organizational governance.
The Council is responsible for reviewing enactments that change core governing documents, including the Rotary International Constitution and Bylaws. Its historical decisions have heavily impacted the organization, from admitting women worldwide to elevating Rotaract clubs. Recent critical updates include reducing the minimum charter size for new clubs from 20 members to 15, directly driving global membership growth and flexibility. Through these collaborative sessions, the Council effectively updates Rotary's structure to meet modern global challenges.
